Prior to joining the District, McCoy served in various executive and management positions at Hertz Rental Car Inc., Jiffy Lube International Inc. and the United State Air Force. He currently lives in Los Banos, CA with his wife of 28 years and five children. In his spare time, he serves as an Elder at his Church and as a Planning Commissioner for the City. He also enjoys riding motorcycles and shooting sports with his children.

Marina serves as the chair of the Mojave Water Agency Technical Advisory Committee and vice-chair of their Small Water Systems Committee.  That committee assists small water systems with access to technical, professional, economic, and community resources. Marina’s leadership in the greater Mojave region affirmed the value of expanding alliances with water systems serving disadvantaged communities around the state.  Marina also serves as vice chair of the California Water Systems Alliance, an initiative to provide a voice in Sacramento for water systems serving disadvantaged communities that are reliably and affordably providing water to low income and income limited residents such as seniors.

Marina earned a bachelor’s of science in geological sciences from California Polytechnic University, Pomona and a master’s of science in public administration from California State University, San Bernardino.

During her free time, Marina participates in South Coast Geological Society activities, is active in her church, and spends time with her grandson, daughter and son-in-law in Missouri, and her son who lives in Orange County.

He brings more than 27 years of public service experience focusing on water management, flood control and other public infrastructure.

He began his career with Los Angeles County Public Works, subsequently moving to the Irvine Ranch Water District where he was director of water operations and later executive director of operations.

He stays active in the water community, serving as the President Elect of WateReuse California and on the boards of the Association of California Water Agencies, Southern California Water Coalition and Urban Water Institute.

Dave has represented special districts on the CalMutuals JPRIMA Board of Directors since 2019.

Lynda has served on the CalMutuals JPRIMA Board of Directors since 2022. Lynda is Chair of the Board of Directors of the Main San Gabriel Basin Watermaster, President of the Board of Directors of the San Gabriel Valley Water Association, and member of the Board of Directors of Covina Irrigating Company. She also serves as Vice Chair of the Board of Directors for the San Gabriel Basin Water Quality Authority, and as a member of the Board of Directors for Mujeres de la Tierra, an environmental advocacy non-profit based in Los Angeles.

For the past 19 years, Lisa has provided technical and management consulting services to the municipal and water utility sector.

Lisa serves on the Board of Directors for the Raymond Basin Watermaster. She is an active member of the Executive Committee, and also is Chair of the Finance Committee.

Susan most recently served as Assistant Vice Chancellor for Student Affairs at the University of California, Riverside.

Her experience in public affairs includes handling managing tensions and resolving disputes between opposing groups related to a range of issues including product boycotts, fee increases, policy changes, race, gender and sociopolitical conflicts.

She holds a doctorate in Education Administration from Syracuse University, a masters in Counseling from Southern Connecticut State University and a bachelor’s degree in Psychology from University of Hartford.

Adán is a noted expert in subjects about water/air, agriculture, public accountability and community empowerment from local to national levels.

Adán works with partner professionals and as part of in-house leadership teams – thus the term “Associates” – taking responsibility for making things happen fast.

Karina was the Chief Education Officer at an education consulting firm in Southern California. In her role, she established partnerships with local schools to develop online academies that adhere to school accreditation standards and course articulation. Before moving to Southern California, Karina taught at Cabrillo College and California State University, Monterey Bay, in the departments of psychology, social and behavioral studies, and Latin American and Latino/a studies.

Prior to her educational posts, Karina served as mayor and a councilmember for the City of Watsonville. As California grappled with another historic drought, Karina became increasingly involved in working with similarly impacted communities to address statewide and regional water issues. She testified before the state legislature on the funding gaps and lack of resources available to disadvantaged communities to maintain compliance with a new maximum contaminant level (MCL) for chromium-6 in drinking water.

In 2014, Governor Jerry Brown appointed Karina to the Central Coast Regional Water Quality Control Board. During her tenure, she was instrumental in drafting the Ag Order, which outlined the monitoring and reporting requirements for irrigated agricultural operations, hearing municipal discharge permit violations, and prioritizing the human right to water.

She worked as an operations assistant with Columbia Center on Sustainable Investment to help bridge the disciplines of natural resource management, human rights law and political economy.

She has also served internships with Orange County Transportation Authority and Sony Pictures Entertainment/Columbia Pictures.

Ceili graduated on the Dean’s List with a bachelor’s degree in sustainable development from Columbia University in New York. During her academic career, she engaged in global research in sanitation implementation and rainwater harvesting.

Prior to joining Sunny Slope Water Company, Ken worked in the aerospace industry managing Information Systems/Information Technology Infrastructure Services.

Ken is also a Board Member for the San Gabriel Unified School District, and a Board Member and Past President of the Asian Youth Center Nonprofit Organization.
